Job Description:
Project Manager IV Project Manager IV provides senior level management, coordination and planning services for the Maintenance and Construction Department regarding construction, repair and renovation projects for the Texas State Supported Living Centers and State Hospitals. The Project Manager IV communicates to HHSC Agency and Facility personnel and directs and supervises the work of private sector architects and engineers on assigned projects, and may supervise the work of other staff members in the department. Project Manager IV works under the supervision of the Assistant Director, in concert with Team Lead Manager of Construction Services, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions:

  • Provide expertise and assistance in the development of the capital construction budget requests.
  • Establish project budgets and schedules for assigned projects.
  • Assists in the development of contracts for professional services providers (architects, engineers, land surveyors).
  • Manages and directs services performed by the professional services providers.
  • Oversights the development of bid packages and assists with the development of construction contracts.
  • Oversights administration of construction contract.
  • Performs engineering services, and manages services of supplemental professional services providers for capital construction projects.
  • Assists facility personnel in reviewing codes and departmental regulations to determine if existing architectural and engineering conditions comply with current requirements, and determine solutions for compliance.
  • Provides professional assistance to Volunteer Councils and/or Community MHMR Centers.
  • Assists in the maintenance of the CAFM facility assessment system (FAS).
  • Provides other technical services and special projects as requested.
  • Provide quality services to facility staff, consumers, and administrative personnel.

Knowledge Skills Abilities:

  • Thorough knowledge of agency programs, policies, and procedures.
  • Thorough knowledge of all aspects of engineering principles, techniques, materials and procedures including construction contracting requirements and laws as they pertain to capital construction projects and developing project budgets and schedules.
  • Thorough knowledge of the commercial building construction including Life Safety Code requirements, Texas Accessibility Standards and regulatory requirements.
  • Ability to establish and manage multiple construction project budgets and schedules.
  • Ability to effectively manage complex planning and management activities, including the review of plans and specifications, the ability to provide written comments on work prepared by architects and engineers.
  • Ability to effectively analyze complex problems and develop solutions in a timely manner.
  • Ability to effectively communicate orally and in writing.
  • Ability to exercise and promote customer satisfaction.
  • Ability to establish and maintain effective working relationships with staff, design professionals, management, and facility personnel.
  • Ability to effectively prioritize multiple tasks.
  • Ability to effectively utilize computer and related software programs.
  • Ability to work effectively with minimal supervision.

Registration or Licensure Requirements:
Certification as a Licensed Architect or a Professional Engineer by the State of Texas with 10 years of project construction experience, or the ability to transfer an existing active license from another state within 6 months with same construction experience.

Initial Selection Criteria:
10 years experience in project management in construction projects. Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is preferred. Experience and education may be substituted for one another.
