The Project Architect is responsible for assisting in the planning, organizing, researching,implementing, designing, and the execution of design and construction for new facility projects andfor renovation of existing facilities and providing construction administration, and other relatedsupport as directed by the Project Manager. Analyzes and participates in a variety of technicalprocesses including bid preparation, addenda preparation, bid evaluation and issuing of changeorders. Inspects projects for conformance to design during construction and at final acceptance.


  • Coordinates facility condition assessments and as-builts as needed on existing verticalfacilities.
  • Provides support in monitoring project budget, schedule, and quality.
  • Develops and reviews plans, specifications, maps, cost estimates, and permits inaccordance with SAWS operational goals.
  • Reviews, designs, plans, produces design drawings and renderings, and implementsunscheduled facility projects in support of other SAWS departments.
  • Organizes close out documentation such as Operations and Maintenance Manuals (O&M)spreadsheets, As-Builts filing systems, and warranty request logs.
  • Assists Project Manager with construction administration to include tracking stakeholderadded scope requests, Change Orders, submittal and substitution reviews, budget controland schedule.
  • Supports scope development, design reviews, and correspondence with internalstakeholders.
  • Researches material and product specifications.
  • Provides procurement support in assisting with Request for Proposals (RFPs) and Bidtechnical requirements.
  • Coordinates Furniture, Fixtures and Equipment (FF&E) contracts and tracks inventory andinstallation of FF&E. This may include systems furniture, computer and T equipment andcabling, AV equipment and shelving systems.
  • Manages consultants, vendors, and contractors; reviews associated invoices for accuracyand compliance with contract documents.
  • Represents San Antonio Water System (SAWS) with regulatory agencies,professional organizations, peer utilities, contractors, consultants, and vendors;establishes and maintains effective relationships with all SAWS stakeholders.
  • Researches and interprets applicable regulations, codes, and standards and providesguidance to management to ensure SAWS’compliance and to minimize regulatory exposure and liability.
  • Performs other duties as assigned.


  • This position receives general direction.
  • The Project Architect works under limited supervision.


  • Bachelor’s Degree in Architecture, Construction Administration, Construction Management,or Architectural Engineering or related field, from an accredited college or university.
  • Three years’ experience in practicing architecture in an office / field environment.
  • Licensed to practice as a Registered Architect in the State of Texas, or if license is held inanother state, must obtain Texas License within six months of appointment.
  • Valid Texas Class “C” Driver’s License.
  • Proficient in AutoCAD, Microsoft suite (Outlook, Excel, PowerPoint, Word).
  • Proficient in Adobe Acrobat with ability to edit, markup, and communicate in PDF format.


  • Ability to render from 2D CAD into 3D programs such as REVIT, Sketchup, Photoshop.
  • Construction administration, site and field experience.
  • Strong familiarity with alternate delivery contracts, such as Design-Build and Constructionmanager at Risk.
  • Experience with Pre-Engineered metal buildings, commercial and industrial projects.


  • Knowledge of architectural principles, practices, techniques, and methodologies as it relatesto area of responsibility or discipline.
  • Knowledge of principles of budget development and administration.
  • Skill in developing project plans and scope of work.
  • Skill in utilizing a personal computer and job-related software programs.
  • Ability to estimate, plan, track, control costs and provide status reporting.
  • Ability to plan, execute, and control a project (establishing realistic estimates and reportingmetrics).
  • Ability to assess and analyze project risks and exposures; identify options and alternatives,make decisions, and implement corrective actions.
  • Ability to manage more than one project concurrently.
  • Ability to prepare detailed technical reports and presentations.
  • Ability to communicate clearly and effectively, verbally and in writing.
  • Ability to establish and maintain effective working relationships with staff, stakeholders,consultants, vendors, contractors, and government agencies.
  • Ability to effectively manage and communicate with stakeholders and various consultants.


  • Physical requirements include visual acuity, speech, and hearing; hand and eye coordination andmanualdexterity necessary to operate basic office equipment. Subject to sitting, walking, or standingto perform the essential functions. Working conditions are primarily in an office environment withoccasional to regular field visits with exposure to traffic, construction, rugged terrain,and hazardous environmental conditions. May be required to climb ladders and access platformsor roofs on a construction site. May drive a company and/or personal vehicle whenperforming duties at field locations.
  • May be required to work hours other than regular schedule such as nights and weekends.
